South Beach Psychiatric Center made substantial and significant progress in upgrading the caliber of care afforded to patients, according to this follow-up report issued by the Commission. Four previous Commission reports on investigations of circumstances surrounding the unusual deaths of four patients at the psychiatric center had cited deficiencies in such vital areas of patient care as: medication administration practices; restraint and seclusion practices; the availability and working order of emergency medical equipment; and treatment and discharge planning practices.
