Discharge Planning Practices of General Hospitals: Did Incentive Payments Improve Performance?

This report follows a yearlong study of the discharge practices of 10 hospitals across the State during which it retraced the experiences of a random sample of 100 patients admitted to and discharged from these facilities. The study was requested by the Office of Mental Health and the State Hospital review and Planning Council to evaluate the effectiveness of new inpatient and outpatient reimbursement methodologies that provided incentive payments of approximately $20 million to hospitals and community mental health programs to improve the care of seriously mentally ill patients.
