Criticizing the State laws requiring the allocation of State aid to community mental health programs based on their operating deficits as inherently inefficient and replete with incentives for diversion of public funds away from their intended purpose, this Commission report urged the State to abandon its present method of annually distributing almost $100 million in mental health local assistance funds to municipalities.
