The investigation by the Commission was undertaken as part of the Commission and Board's ongoing responsibility to review all deaths of mentally disabled persons, and also a follow up to the Commission's report on medical care practices at Manhattan Psychiatric Center [A Review of Selected Aspects of Patient Care, Manhattan Psychiatric Center 1979-81, May 1982].
