The Commission's investigation determined Mr. Paz was a difficult patient; but the Board noted such patients are not unique and manipulation, noncompliance, and lack of insight and judgment regarding their condition are not uncommon features of chronic "revolving door" patients. An increasing number of mentally persons, particularly younger patients, are also alcohol and drug abusers. It is clear that a better effort needs to be made to confront the admittedly difficult challenge such patients present to State psychiatric facilities.
