At the time this report was published, there were over 1,000 inmates in New York State's prison system who are developmentally disabled representing, however, only about 2 percent of the approximately 53,400 inmates in custody. The Commission's study, the largest of its kind, was conducted in response to a request from the State Legislature which had heard widely varying estimates of the incidence of developmental disabilities in the prison population.
