Citing total expenditures of over $800 million annually supporting 950 mental health outpatient programs, this Commission report maintains that existing problems in meeting the community service needs of the State's citizens with serious mental illness have less to do with the need for more money than the need to hold existing programs more accountable for providing them with necessary outpatient mental health services. The Commission report identified numerous weaknesses in accountability for mental health outpatient program performance and their cost-effective expenditure of public funds.
