This report found that State psychiatric centers are capable of providing quality living conditions for patients, and many do; but many wards in a number of State institutions fail to provide appropriate custodial care. The most significant finding of the Commission was the wide variability in the quality of day-to-day living conditions observed among the State's 25 adult inpatient centers.
