An investigation of the operators of one of the State's largest psychiatric clinic programs, which improperly billed the Medicaid program for over a million dollars, paid them grossly inflated salaries and perks, engaged in self-dealing with family-owned realty enterprises through which they received hundreds of thousands of dollars, and made large unauthorized donations of funds to other charities.
