Citing significant deficiencies in controls on psychotropic drugs at six state mental hospitals, this Commission report called for legislative and administrative changes to improve patient care in this report. The Commission characterized the use of psychotherapeutic drugs as "the primary and predominant mode of treatment and management of the symptoms of mental illness in many, if not most, such facilities."
