Two decades after the deplorable conditions at now-closed Willowbrook Developmental Center were exposed, the Commission found basic living conditions for mentally retarded and developmentally disabled residents of developmental centers across the state greatly improved. Yet, this Commission report on a study of living conditions in State developmental centers states that expectations for the overall quality of life inside such institutions have also risen since Willowbrook and that some of these expectations remain unmet.
