The survey is the largest statewide study of the problems encountered by parents in securing the "free and appropriate" education guaranteed under law and was conducted under a grant from the State Developmental Disabilities Planning Council. Despite the satisfaction reported by parents, the Commission report states that there is much that needs to be done.
